Amber Kostka serves as a Business Advisor with the Hampton Roads Small Business Development Center, working in partnership with Portsmouth Partnership and Bloom Coworking. In her role, Amber provides strategic business advising and develops educational and professional programming designed to support entrepreneurs and small businesses. Her work focuses on increasing access to capital, activating underutilized commercial spaces, and creating programs tailored to the needs of the businesses she serves.
For Amber, the most rewarding part of her role is using her own experiences, lessons learned, knowledge, and resources to help small business owners overcome challenges and achieve their goals.
A small business owner herself, Amber understands firsthand the opportunities and challenges that come with entrepreneurship. Her restaurant, The Stockpot, was named the 2024 Virginia Beach Small Business of the Year, and she is a graduate of the LEAD757 Class of 2025.
When she’s not supporting Hampton Roads businesses, Amber enjoys exploring the region with her family. They love walking, biking, and participating in trash cleanups along the Elizabeth River Trail — usually with a stop at Benchtop Brewing Company afterward.
