Coliseum Central BID Names Eboni Council Executive Director

HAMPTON, VA: August 19, 2026 — The Coliseum Central Business Improvement District (BID) Board of Directors announced its unanimous appointment of Eboni Council as its Executive Director, effective June 29, 2026. Council succeeds Raymond Tripp, Coliseum Central’s Executive Director who retired after 11 years of serving the Coliseum Central community.

“Coliseum Central has a remarkable reputation in the community and has built incredible partnerships with the City, businesses, property owners, and residents,” said Council.  “For the past 17 years I have worked with our leadership to create this foundation, and I am honored to be trusted to lead the organization into its next chapter.”

In her new role, Council will guide the district’s strategic direction including operations, safety, business retention, marketing, and community partnerships. Council will also lead implementation of Coliseum Central’s newly adopted 2026-2031 Strategic Plan, “The Next Chapter.”

Coliseum Central BID Board President Brad Brown said, “Eboni brings thoughtful leadership, trust, credibility, and creativity to the role of Executive Director. She understands the vital role that the organization plays in addressing the challenges and opportunities that Hampton faces and is deeply committed to advancing mission-driven priorities and strategies.”

Council is a Certified Economic Developer with nearly 20 years of experience in business improvement districts and economic development. She holds a BBA in Marketing and an MBA from the College of William & Mary. For the past 17 years, Council has served in various roles at the Coliseum Central BID and has helped shape the district’s strategy, programming, and partnerships throughout her tenure. Under her leadership, Coliseum Central BID:

• Launched the Whimsical Winter Wonderland holiday event which brings nearly 10,000 attendees to Coliseum Central during the critical holiday season, 
• Installed iconic and multi-faceted entryway features which serve to welcome visitors to the district and define the expansive BID boundaries, 
• Replaced all traditional street signs throughout the District with an illuminated version to allow for enhanced wayfinding, 
• Coordinated district physical improvement enhancement projects including the installation of bus stops, swirling silks, banners, and crosswalks, 
• Introduced a virtual district tour to showcase area businesses and amenities to guests and site selectors, and 
• Donated a Sensory Activation Vehicle to the city of Hampton, one of the first of its kind on the Peninsula that allows those with invisible disabilities to attend community events.
