Sylvia Haines serves as Executive Vice President of Operations for the Hampton Roads Chamber where she provides strategic leadership across the organization’s core operational and programmatic functions.
In this role, Sylvia oversees the Finance, Information Technology, Communications & Marketing, Membership, and Programs & Development departments, ensuring alignment, efficiency, and impact across all areas of the Chamber’s work. She also serves as Director of LEAD757, the Chamber’s executive leadership development program, guiding the next generation of regional leaders.
In addition, Sylvia acts as the Chamber’s Chief Financial Officer and primary liaison to its affiliate organizations, supporting strong governance and financial stewardship.
Sylvia has been with the Hampton Roads Chamber for 39 years, bringing deep institutional knowledge, trusted leadership, and a steadfast commitment to the region’s business community.
What Sylvia finds most rewarding about her role is leading the LEAD757 program by immersing the region’s leaders in the many facets of Hampton Roads and helping them gain a deeper understanding of the communities, industries, and opportunities that shape the region.
Outside of work, Sylvia loves spending time at the beach and exploring all that Hampton Roads has to offer. Her favorite local spots include the Virginia Aquarium, the Norfolk Botanical Garden, and the Virginia Zoo.
